How is the overlap calculated?

From each country's published office hours and rest days, intersected on a common axis. Not from a nine-to-five assumed for both sides — Norway finishes at four and Portugal at six, and assuming otherwise is an hour wrong in each direction.

Why are both directions listed?

Because the window is quoted on the reader's clock first, and which clock comes first is most of the usefulness. The arithmetic is the same; the answer you can act on is not.
